New collaborators cannot join new project in unlimited account

Last communication on free status of AZ indicated we would continue to be able to add new collaborators based upon the terms of our account. My company account is unlimited. However, new collaborators now receive the following message when trying to join AZ and newly created boards. How should new collaborators join?

We are no longer accepting new customers or plan changes for existing customers. We apologize for any inconvenience.
